Abstract
This paperpresentsamethodologyforidentifyingbestpracticesfollowedbyvariouscountries
worldwide forsupportingbroadbandgrowth.Italsoinvestigatesandanalyzesthesepracticesusing
data concerningbroadbandpenetration,accesstechnologies,market,pricesandservicesforOECD
countriesduringtheperiod2004–2006.Themethodologyusedtolocatethebestpracticesisbasedon
three mainsteps:(a)thepresentationofthemainfactorsthathaveamajorimpactonbroadband
growth;(b)thedefinitionofwhatisa??bestpractice??basedonquantitativecriteriaand(c)the
calculationofabestpracticeindexandagoodpracticeindex,whichindicatesthatacountryfollowed
these bestorgoodpracticestosupportitsbroadbandgrowth,respectively.Thismethodologyindicated
that Denmark,UnitedStates,Japan,CanadaandRepublicofKoreafollowedbestpracticesfortheir
broadband growth,whileUnitedKingdomandtheNetherlandsfollowedgoodpractices.
